Stephanie Cooper of the Standish Casino cancelled meeting with Bob Moffit & Mike Hargrave due to conflicting obligations.

Bathroom fans replaced/repaired

MDOT has approved funding in writing for Fuel Farm & Crack Seal Projects.

Current NOTAM: Airport Closed, snow & ice on runways. Manager will remove snow today in hopes that sun will melt the ice.

2 students are currently taking lessons at the airport.

USDA has some funding available for airports. The commissioners in attendance like the concept and have suggested that Mssrs: Moffit & Hargrave pursue free money like an adolescent spider monkey pursues a mate.

We will plan to address T hangar lease renewals in May.

Fuel prices dropping at neighboring airports dropping. Will continue to monitor

NW gate now working. 7yrs of problems is apparently resolved. Coleman Electric replaced a circuit board

Current NOTAM: No runway lights. Our intermittent problem has degraded to a more complete outage. It seems to be a result of the lightning strike of a couple years ago. Our equipment in the basement is working just fine. The problem is almost certainly outside. Unfortunately the snow makes it difficult to locate the "cans" and an effective repair will have to wait until spring.

Mike Hargrave & John Caffrey to attend Aviation conference February 4 & 5.

Fuel Farm: discussion with Midland airport staff about new fuel system. Potential to have 100 LL system in 90 days. Presentation next month. Packets to be distributed to GAC prior to meeting.

Runway lights circuit breaker tripped: no apparent reason

Crack & Seal: Neil B at MDOT crack sealing scheduled for September. GAC costs is less than $200. (2.5% match required)

Tractor Cab attacked by tree branch: Hargrave to investigate repairs. Damage does not interfere with tractor operation.

Some grass being left unmowed in hopes that it will reseed more densely.

GAC working with Michigan Works at no costs to GAC

Bob Moffit reported that old fence project (ended in 2004) yeilded a balance due to the State of Michigan of $7,194.73. Bob reviewed accounting and concurs that the State is correct if not timely. County has agreed to pay 1/2 of balance and City to address issue at next City council meeting.

Undercharge for fuel to Basil Bullard's aircraft led to 911 call and confrontation. Basil Bullard threatened the airport manager.

Manager's Report

Auto Stick (Fuel System) reporting errors. Inspected and errors due to faulty probe in jet fuel tank and low level in another tank. Both tanks are no longer in use and the new few system will require new probes/alarm system. No repairs planned.
Aviation Fuel: GAC going to a daily rate system to reduce our credit card costs. No affect on daily operations.
MDOT: Laura W noted via letter that local match funds of approximately $3,000 needed for fuel farm project.
Black sealant returned to Flynn's for $405 store credit.
Phil at Voelker Implement agreed (again) to pay for hydraulic hoses
MDOT still having trouble finalizing project cost allocation for 4 year old fencing project. Caffrey to address same with MDOT.

Manager's Report

City Plow Truck- Engine blown (perhaps a thrown rod) last week. The airport commissioners consent to request it from the city in hopes that we can use the plow.
This is a grant available for up to $7,000 for crack seal repair of runways & taxiways. Local cost is $175. Commission unanimously directed Hargrave to proceed with grant investigation and application.
There is a potential to refinance the tractor in several months.
Michael Hargrave is allowed to place his Cessna 150 in GAC hangar. Electric, improvements are solely Hargrave's expense. GAC tractor and equipment to remain in hangar. This is not a change to to the manager's contract nor a standing policy. The intent is to help facilitate a rental plane and flight lessons being taught at the Gladwin airport. Kreckman/Smith Passed Unanimously.
The portable radios have been upgraded to provide better response to aircraft when the manager is on the grounds rather than in the terminal.
Hargrave authorized to proceed with plan for Jim Breault to plant a low height crop at least 30 feet from the runway on lands determined by the airport manager. Estimated at 109 acres. Fee is $20/acre payable in advance of planting/tilling. Caffrey/McKenna Unanimously passed.

Tom McKenna asked that the commission revisit compensation for at large commissioners. The cost of gas alone makes the trip to Gladwin expensive and Tom drives further than any other commission member to attend commission meetings. Currently the County Commissioners and City Council members are paid for the airport commission meeting and the 2 remaining airport commissioners are not.

T Hangar Lease Modification (non aircraft equipment)

New language in yellow.

9. This lease is personal to the LESSEE and may not be assigned or transferred to another. The premises may be used only for the storage of aircraft and items directly associated with the use and maintenance of aircraft. The premises may not be used for the storage of motor vehicles, trailers, household items or the like, and such use shall be a default in this lease. Provided that the hangar is principally and actively used for the storage of aircraft, Airport Manager may provide written permission for storage of items not directly associated with use and maintenance of aircraft for the term of this lease or 12 months, whichever is less. Such permission must be obtained each lease period and prior permission is no assurance of future permission. The hangar may not be used for any commercial purposes, including the repair or maintenance of aircraft (excepting the LESSEE’s aircraft) without specific permission of the Airport, which may require additional undertakings to be agreed by LESSEE as a condition of such use.

- Hangar, Snowplowing & Employees acceptable. Contract price to be increased to $25,750 and Airport Commission will discontinue the practice of paying for workers compensation insurance. Prior practice appears to be in violation of prior contract(s). Discussion postponed until next month.

- Discussion Issues included: tractor purchase without authorization, failure of subsequent proposal to disclose rent expense, lack of commission authorization for rental expense, failure to disclose rent on a timely basis and conflict of interest, accordingly, on the question of paying the proffered charges

Kreckman expresses concern about conflict of interest as Michael Hargrave is an airport commissioner and an applicant for the airport manager position. Currently, Michael Hargrave is also a county commissioner, Kreckman does not consider Mr. Hargrave's role as county commissioner sufficient conflict to request a resignation from county commission unless Hargrave is selected as airport manager. Hargrave immediately and cooperatively tendered a letter of resignation from the airport commission. Smith/Kreckman move to accept resignation. Unanimously accepted. PASSED

Each commissioner to ask same 2-3 questions of each candidate.

Tractor purchase, snow plowing analysis and budget constraints.

Summary: The commission based purchase of new tractor substantially on predicted costs savings. The proposal disclosed a $60 city employee hourly rate (including benefits) rather than the actual figure of $25.85. Accordingly, there will likely be no cost savings. Cost savings would occur at a usage level (commensurate with snowfall) nearly twice that of the prior 3 years. Such a usage level far exceeds the current budget.

Round table discussion. Caffrey suggested we consider accessing Capital Improvement Fund. A call to the City Treasurer disclosed that the CIF balance is less than $1000, not nearly enough.

Smith/Whittington move that the Airport Manager be paid $20/hr for tractor snow removal usage. FAILED

Discussion continued about a lesser hourly amount.

Compass Rose: Gladwin Area Pilots Association to donate cost of paint for compass rose. Process involves a sealant/paint/sealant layering. Rose to be painted in the spring. The Ninety-Nines (women pilots organization) may be contacted to paint the rose Motion to spent up to $300 for sealant to protect the black base applied within the last month. Smith/Caffrey unanimous.

Kelly Jost of C&S Engineering and formerly of MDOT/Aviation visited and presented her firm as a potential engineering vendor. C&S is based in Syracuse NY and has been in aviation engineering for 35 years. It's Michigan office (Novi) has been open for 6 years and has a 10 person aviation staff.

Bullard presented proposal and financing for purchase of upgraded tractor which includes cab, box blade, 4WD, front end loader.

Phil Lucas of Voelker Implement (plucas@voelkerimplement.com) presented financing options and confirmed his belief that new equipment is sufficient to handle airport plowing needs.

Tractor Proposal

Ardent discussion

Purchase intended to completely avoid utilization of city crews and equipment for snow removal. Savings expected as shown in Bullards proposal-attached.

Air BP Fuel Credit and Old City Truck proceeds will not be involved in the purchase of the tractor.

Bullard has made arrangement with Arden Shell for additional plowing should we receive an excessive snowfall.

Bullard confident that proposal will enable better service at a lower cost.

Kreckman move, McKenna support purchase of John Deere 5325 with cab, 4WD, 542 Loader, snow blade from Voelker Implement at a cost of $22,400 plus applicable tax. Financing from John Deere Credit up to 9.75% and monthly payment not to exceed $500. Term of 5 years with a 3 year balloon. Authorize Basil Bullard and John Caffrey to execute all documents necessary to effect same.
